Actually I had forgotten about the way roles worked on WordPress, and that article has a very good explanation. However, for enterprises, their workflow may not fit into the WordPress structure. Maybe Legal can review and approve, but they cannot edit the posts. Many workflow engines allow for attachments within the workflow for things like notes or proposed changes.

I do know there are plugins for almost anything for WordPress as well. There are ecommerce plugins, advertising plugs, and a host of other things. There may be a better workflow plugin as well.</description>
